ARANY Legislative Update
June 10, 2020

The 2020 Legislative Session was scheduled to end for the year on June 2, 2020. Due to the COVID-19 pandemic, the Legislature fast tracked bills allowing them to work remotely, voting on legislation from their district offices and homes via Zoom.

The Legislature convened this week on Monday, June 8 amidst the protests and social unrest to address a Police Reform Agenda. Two members of the Legislature were pepper sprayed and teargassed at a protest in New York City, fueling their decision to come together and pass a series of bills aimed at police reform and criminal justice reform.  These reforms have been around for quite some time but are now gaining traction considering the death of George Floyd. The Legislature is currently scheduled to hold Session through Wednesday, June 10. The following measures are expected to be considered:

  • S1830 (Hoylman)/A10609 (Lentol) – Relates to the functions of the chief administrator of the courts.
  • S2575 (Bailey)/A10608 (Perry) - Requires a law enforcement officer or peace officer who discharges his or her weapon under circumstances where a person could be struck by a bullet to immediately report the incident.
  • S3253 (Parker)/A1360-A (Perry) - Relates to recording certain law enforcement activities.
  • S6670 (Benjamin)/A6144-B (Mosley) - Establishes the crime of aggravated strangulation.
  • S8492 (Parker)/A1531-B (Richardson) - Relates to reporting a nonemergency incident involving a member of a protected class.
  • S6601 (Bailey)/A8229-B (Fernandez) - Relates to medical attention for persons under arrest.
  • S8493 (Parker)/A8674-A (Walker) - Relates to the use of body-worn cameras by New York state police officers.
  • S8496 (Bailey)/A10611 (O’Donnell) - Relates to the disclosure of law enforcement disciplinary records, and to repeal section 50-a of the civil rights law relating thereto.
  • S2574 (Bailey)/A1601-C (Perry) - Creates an office of special investigation within the office of the attorney general.
  • S3595 (Parker)/A10002-B (Taylor) - Creates the law enforcement misconduct investigative office.

The Legislature is expected to continue to work remotely throughout the remainder of 2020. There is an extraordinary amount of uncertainty regarding federal funding to states and localities to provide much-needed relief due to the COVID-19 pandemic.


ELECTIONS

June 23, 2020 – Special Election to fill a vacancy in Congressional District 27 (Counties: Genesee, Livingston, Orleans, Wyoming, part of Erie, Monroe, Niagara and Ontario).
The Early Voting period for this Special Election will be June 13, 2020 – June 21, 2020.

June 23, 2020 – State and Federal Primary Elections.
The Early Voting period for State and Federal June 23rd Primary will be June 13, 2020 – June 21, 2020.

November 3, 2020 – General Election day.
The Early Voting period for the November General Election will be October 24, 2020- November 1, 2020.
